Crime branch takes over Zilla Taku case; Governor seeks security for Arunachalee students
ANSU, EKSWCO asks govt to intervene
ITANAGAR, Apr 2: The murder case of Arunachal student, Zilla Taku has been taken over by the Crime Branch as informed by Commissioner of Police, Guwahati, according to information received from Raj Bhavan.
The Police Commissioner also requested the relative/ family members of the deceased get in touch with the local police station or him for assisting in the investigation.
Governor of Arunachal Pradesh JP Rajkhowa spoke to the Police Commissioner of Guwahati, Mukesh Agarwal and requested him to personally monitor the case to which the Police Commissioner has agreed to put the DCP Crime Branch to directly supervise in investigation of the case.
While strongly condemning the alleged murder of the Arunachal student, the governor urged upon the Assam government and also the Governor to ensure all necessary steps to provide security to the Arunachalee people including the youths at Guwahati and elsewhere in Assam.
The Governor also demanded that the Assam Police should thoroughly investigate into the death of Taku and bring the culprits to justice at the earliest.
The Governor has requested the family members, friends and relatives of Taku to extend their assistance and cooperate for a speedy investigation by Assam Police and further requested the Government of Assam to extend ex-gratia financial grant to the nearest family members of late Taku.
In view of the seriousness of the case the Governor felt that the case should be referred to the CID by Assam government immediately and the scope for a CBI enquiry should be kept open.
DRC, Assam DJ Bora have been informed to collect contact details of relatives/ family members and inform the CP and also arrange for their meeting with the CP/DCP crime, Guwahati, adds Governor. Further, the Governor along with First Lady Rita Rajkhowa conveyed his deepest condolences to the bereaved family.
The East Kameng Social Welfare and Cultural Organisation (EKSWCO) on Saturday sought the intervention of Governor and Chief Minister in this case.
In a press statement, EKSWCO Chairman Khya Safar Pao said, “We appeal to Governor JP Rajkhowa and Chief Minister Kalikho Pul to appraise law enforcing agency in Guwahati to carry out investigation and nab the culprits”.
Expressing shock over the death of young student Zilla Taku from the district whose body was reportedly found in Guwahati under mysterious circumstance, EKSWCO strongly condemned the incident and urged the authority to nab the culprits.
“We are deeply shocked and saddened by the news; we urge the Guwahati police to unearth the reason of death” EKSWCO Chairman stated. The organisation expressed apprehension that death news may fuel insecurity among the Arunachalee students studying in Guwahati. EKSWCO also expressed heartfelt condolence to aggrieved parents.
All Nyishi Students’ Union (ANSU) has strongly condemned the murder of Arunachalee student Zilla Taku in Guwahati.
It also appealed the Governor and Chief Minister Kalikho Pul to speak with their Assam counterparts to investigate and nab the culprits involved in the murder case at the earliest. The union also called for constituting an enquiry committee to ascertain the facts behind the mysterious murder.
Late Zilla Taku (24) was from Bana in East Kameng. The aggrieved parents suspects that late Zilla was brutally murdered, while going back to his rented room. He had reportedly sustained multiple injuries in his head and hands. An FIR was lodged with Gorchuk Police Station in Kamrup, Guwahati by the relative on March 24.
All administrative centres to get power supply by 2017-18
ITANAGAR, Apr 2: Chief Minister Kalikho Pul has unveiled plans to achieve stable power supply to all the administrative centres in the state – from circle headquarters to district headquarters by 2017-18.
The power will be generated locally by developing small hydropower projects of 10KW to 2MW capacity in all potential rivers and rivulets near the administrative centres, Pul told a gathering of high officials from power department here on Saturday.
According to the Chief Minister, the power generated locally will lessen dependence on the centralised power source distributed through grids. This will also cut costs incurred by the state in huge power purchase, in erecting transmission infrastructure, minimise transmission loss and increase in efficiency of power distribution, he reasoned.
Setting the work completion target of maximum two years, Pul informed that all the power projects will be developed by the state government – and also with the help of PSUs, private developers and the government of India. Further, the work to locally develop power sources will also focus on improving transmission line for which order for all the mechanical equipments, machineries and civil works will be made, informed the chief minister, in a meeting that was also attended by Parliamentary Secretary for power (Hydro) Phosum Khimhun.
Outlining his concept to achieve electrification of all the administrative centres, he said the larger population and important institutions are in these places – such as, government employees, traders, local population, hospitals, schools, colleges, offices etc.
He also informed that other un-electrified villages and towns will covered soon in phase wise and planned manner. For this to be achieved, he informed that the state has plans to electrify 80,000 households by 2017-18 through solar power plant, which has the backing of the Centre with 90 percent subsidy.
As per the programme, the priority areas for solar electrification will be for interior areas with no electricity and roads. It will first look for off-grid areas and then the areas connected by the grid – where there is no source for power generation, informed the Chief Minister.
To implement the solar power programme effectively, Pul urged cooperation of the department for survey of all the beneficiary areas.
To start with the plan to develop small hydropower projects, Pul requested the department to prepare a district wise, sub-division and circle wise status – on all the MoUs signed by the power developers in the state.
He also sought ground status of all the functional and non-functional hydels and power projects – on their total assets, manpower, infrastructure, condition of power house and equipments.
Seeking actions required to supplement the functional ones and to restore the non-functional projects, the Chief Minister urged the officials to prepare feasibility report of all the existing projects.
To develop new hydel and power projects wherever required, he requested to make assessment of the power potentials of all the rivers and rivulets near the administrative centres. He also urged the assessment to be specific on power generating feasibilities of the rivers and rivulets – even during the lean period, so that the project should not remain redundant in later years.
Acknowledging lack of coordination between Power and Hydropower (Civil and E&M) departments, the chief minister assured to clear charter of duties with the departments to improve coordination and work efficiency.
Further, Pul assured that Banderdewa to Itanagar road will be fully electrified by the end of the year. Also high mast lights will be erected in all important and sensitive places in the Capital city such as schools, colleges and hospitals, he added.
Work hard without depending on God: Mein
ITANAGAR, Apr 2: Advising the people not to believe in miracles, Arunachal Pradesh Deputy Chief Minister Chowna Mein today exhorted the farmers to work hard without depending on God.
"Let us walk matching our steps, success would embrace", he said to the thunderous applause of over 4,000 women farmers and weavers representing 121 self-help-groups (SHGs), farmers' clubs, gaon buras, PRI leaders, villagers during a National Youth Project (NYP) function at Namsai district.
The state has already proved its potentials by winning National Krishi Kamran Award for four consecutive years which needs a new thrust, he said before launching SHREEWin, an organic input doing miracles in 40 nations by doubling production of crops and tripling that of pulses.
While assuring all possible help to the farmers and weavers, Mein urged them to use it, adopt scientific methods and sought NYP help.
He directed the agri-horti officer to take up pilot project departmentally and through a progressive farmer to monitor and report to him the outcome.
Appreciating the NYP-run pilot CM's Livelihood Mission School at Nampong, an initiative of former agriculture minister, Setong Sena after inspecting such schools in Sikkim with an NYP team, Mein advocated to set up such schools in the district as approved by the Cabinet but insisted on innovative area-specific cultivation with professionalism, like providing alternative to end opium menace. The micro finance scheme announced in 2016-17 state Budget would serve as a boon, he said and advised them to avail the benefit to weave quality products to match demands.
He suggested the SHGs to strengthen themselves to earn decent livelihood as white colour jobs have become scarce.
Responding to a plea, Mein assured to seek the view of the weavers and the DC on handing over the defunct Lohit Women Weavers' Cooperative Society Ltd to the NYP for proper functioning for the poor weavers to benefit.
Terming SHG best platform to empower women in the fast changing time, Namsai DC R K Sharma advised them to work with unity as it would facilitate their socio-economic and educational development besides helping in additional income.
He cautioned them to reach consensus of any action as many SHGs disappeared for differences of opinion among the members. PTI
Works for medical college to start soon: CM
ITANAGAR, Apr 2: Determined to start construction works for the proposed 500-bedded medical college and hospital, Chief Minister Kalikho Pul, has begun taking all necessary steps to gear up works for the early construction of the college.
Pul on Friday visited the proposed college site at Pachin colony, where villagers are still settled. The proposed land for the project was acquired in 1999 with all land compensation awarded to the villagers.
The Chief Minister appealed the Pachin villagers for cooperation for early start of the project, whose foundation stone was laid by former Deputy Prime Minister L K Advani on Nov 14, 2003.
He informed the villagers that the project is of high value for the state. The Rs 800 crore project would accommodate the proposed medical college, Nursing College for GNMs, Regional Drug Testing Laboratory and Multi-disciplinary Health Research Unit, as per the original plan.
Pul assured the villagers that they would be provided with all benefits to be accrued from the project. Preference for minor contractual works and the group C & D jobs would be filled up by the affected villagers.
The CM also assured that even for all the technical posts and major tender works, the affected villagers would be given first preference if they meet the required criteria.
He requested the villagers to identify an alternate settlement site, which would be provided with all basic amenities and facilities such as schools, shopping complex, drinking water facilities, recreation centre, etc. For economic sustenance, the shops would be allotted to the affected villagers with trading license, Pul informed. He also added that during the construction phase, all the raw materials such as bamboo, boulders, and sands, required would be procured locally benefitting the villagers. Assurance was also given for taking up the road communication works and bridge over Pachin River.
The Chief Minister, however, said if people are not willing to vacate the land, the government will be forced to search for alternative sites for setting up of medical college.
Though the state has all the required manpower and specialists, it is not able to make use of it – just because the state lacks one good medical institution, said Pul.
No dearth of talents in Arunachal: Lowangdong
ITANAGAR, Apr 2: State Education Minister, Wanglin Lowangdong said that Arunachal has no dearth of talents and Arunachalees can work wonders if given a chance while attending the valedictory function of a month-long residential Skills for Employability Training held at Don Bosco Youth Centre here on Saturday.
Organized by DBYC, Itanagar in collaboration with Rajiv Gandhi National Institute of Youth Development, Sriperumbudur, Tamil Nadu, the 60 trainees from various districts of the state underwent training on English fluency, personality development and soft skills.
While reflecting on the country’s huge youth potential, which has 55% of its population below the age of 25, the Minister called upon the trainees to enjoy their youth and give their best in every aspect of life. He further called upon organizations such as Don Bosco and other NGOs to give the much-needed push to the youths of Arunachal.
Lowangdong also assured to make every effort to pay the enhanced stipends of students on time so as to cause no inconvenience to the students and advised them to remain committed to their studies. Speaking about the necessity of discipline, the Minister, called upon the participants to cultivate good habits and skills which will make them good human beings which is the goal of all training and education.
Member Central Advisory Board of Education, Dr. Joram Begi also spoke about the paramount importance of soft skills and told the trainees that it is hard to pick up soft skills. ‘Hard skills enable you to qualify for the job while soft skills help you retain the job”, said Dr. Begi and exhorted the trainees to continue practicing yoga, meditation and prayer, which they learnt during the course of the training.
Catholic Church, Itanagar, Parish Priest, Fr. Mathai and NSS, SLO, Dr. VN Sharma also spoke on the occasion.
Check quality of road works:AACWA
ITANAGAR, Apr 2: All Arunachal Contractors Welfare Association (AACWA) has called on the highway authorities to check the quality of road work between Itanagar and Naharlagun.
In a release it stated, black topping at many patches of the road are coming out just after a week and rains.
AACWA has also urged the contractors executing the works in between Niba Hospital point and Papu Nalah near Him Petrol Pumps to execute the work with sufficient labourers and machineries for early completion. It also questioned the delay of the work by a year and silence of the concerned department.
Meanwhile, the AACWA has called for taking precaution for the employees who are serving in the concerned department for 10 to 15 years before winding up the engineering wings of the non-technical departments. While the engineers will be adjusted back in their parent departments, what would happen of the non-technical and C and D grade employees, asked AACWA.
DFTI meeting on Mission Indradhanush-3 held
Perform duties rigorously for better implementation of immunization prog: DC
SEPPA, Apr 2: East Kameng DC, Deepak Shinde has urged mobile teams of all health centres to perform their duty more rigorously and religiously so that all the left out children get immunized in the Mission Indradhanush-3 exercise which will be launched on Apr 7 next.
He was addressing a District Task Force (DFTI) meeting on immunization on ToPV-BoPV and Mission Indradhanush-3 held at Kameng Hall here on Apr 1.
The DC, while lauding the performance of mobile team of all health centre further asked the MOs to brief the ASHAs about their role and responsibilities with proper training. ‘Anganwadi workers and link workers can be engaged in areas where ASHA is not available’, he added and directed the MOs of all health centres to give proper feedback and reporting about the activities undertaken by them in their concerned areas. Further, in a move to spread awareness to ensure maximum coverage, he fixed a meeting on Monday with all the colony presidents of Seppa town, NGOs and pastors of Church prayer centers wherein, the DMO was asked to come up with detailed plans and policies. DMO, Dr. Chasen Lowang Mallo in her address said that the meeting aimed at successful conduct of Mission Indradunash-3 and to push for exchange from Topv to Bopv from Apr 25 next. She asked the MOs to ensure that no Topv is stored in all health centres post the switch and Bopv is used from the same day onwards with dispatch of all remaining ToPV to district level. She further informed that a day-long training have been imparted to all cold chain handlers at the district hospital for the purpose.
DRCHO Dr. Kaya Lapung also explained with the help of a power point presentation about polio eradication, role and responsibilities at the block level, full immunization coverage in the district which was 73.3% in the previous phase of the immunization campaign.
In the meeting, all MOs of Primary Health Centre and Sub-Centres briefed about the achievement of immunization and the constraints in conducting the exercise in far-flung areas. (DIPRO)
Polluting our rivers
FLIGHTS OF FANTASY...

Like Punjab, Arunachal Pradesh was formed initially with five districts, all named after rivers, Kameng, Subansiri, Siang, Lohit and Tirap. Later, more districts were added named after rivers like Dibang, Kurung Kumey, Papum Pare etc. All Arunachalees revere rivers. Rivers and the supporting eco system have provided food, water and in few cases protection from hostile attackers to native Arunachalees for centuries. Rivers like Dirang, Rupa, Kamla, Siyom, Yamne, Simen, Nao-Dihing, Burhi-Dihing have supported livelihoods of Arunachalees for centuries.
As we have progressed on the path of development, the towns have become bigger with the increasing number of population. This has led to increase in numbers of houses, offices, shops, hotels, restaurants etc. Increase in population has led to increase in wastage/ garbage. Management/ disposal of garbage have become a major problem area in our towns. In the absence of proper planning, garbage heaps can be noticed at almost every corner.
These garbage heaps are a source of germs, mosquitoes and foul smell. The germs and mosquitoes are further spread by animals and birds like pigs, dogs, mice, cows etc. Unmanaged garbage heaps are sources of many diseases like dengue, flu, hepatitis etc.
The increase in population in the towns have led to paucity of space for living and business. People are squeezing buildings, shops in small spaces available between buildings, narrow roads, corners etc. One may notice many pigsties and animal houses constructed above the rivers/ streams. One may also notice houses, shops, hotels made over rivers/ streams. In few cases the sewage lines are drained directly into the rivers/ streams! In most cases one notices people washing utensils, clothes downstream of these sewage outlets or pigsties!
On the flipside, despite so many fresh water rivers in the vicinity of towns and villages there is a shortage of water in the towns and villages! One notices long queues of people waiting to collect water from the few water pipes. Even broken/leaking pipelines are used for collecting water.
When living in villages our rivers were unpolluted and fresh. As we started developing and started living in towns the process of polluting the rivers have been initiated. In some towns the rivers/streams are so polluted that the water is unusable/unhygienic.
It is still not too late to rectify this process of pollution. The numerous Municipal Councils and District administration could initiate this de-pollution process. Proper garbage collecting centres, garbage disposal every day could be implemented. Planning the expansion of the towns with proper drainage/ sewage would also help. Social organisations could also chip in by organising mass awareness programmes. District administration should not allow buildings/ shops over rivers and streams. If we do not care for our rivers, we would be prone to infection by many diseases and may/ use unhygienic water.
Can we hope to enjoy the sights of pristine and clear rivers like Dikrong, Barapani, Kameng, Subansiri, Siyom, Sipu, Siang, Dibang, Lohit Tirap?
Can we hope for a Truly Swacchh Arunachal?
TRSH new block to be completed by July end
ITANAGAR, Apr 2: The under construction 250 bedded block of the Tomo Riba State Hospital will be completed by July 31, 2016 said Chief Minister Kalikho Pul during his visit to the hospital on Friday evening.
Accompanied by Deputy Chief Minister, Kameng Dolo, while inspecting the block of the State Hospital, Pul asked the contractor and engineers to complete the new block by the stipulated date. The CM asked them to gear up the construction works, to increase the man power and to work in three shifts round the clock so that work is finished within the given deadline. The hospital should be made functional by August 2016, he said and assured to provide financial as well as administrative support for early completion of the new block. He however said that there will be no compromise on quality of works.
On being informed that the new block of the hospital which will be started after the completion of the under construction building will provide emergency landing facility (helipad) for helicopter on the top floor, the Chief Minister has opined to make a policy decision to limit the height of high rise buildings up to 5 floors in Naharlagun.
The under construction 250 bedded block will be equipped with modern medical facilities and wards. Besides 250 ward beds, the five storied new building will accommodate 10 Private Wards, 5 rooms each of Pediatric Intensive Care Unit, High Dependency Unit, Intensive Cardiac Care Unit, Intensive Care Unit and two rooms each of Minor OT’s and Major OT’s.
It will also accommodate a Blood Bank, Diagnostic Unit, Hospital Administrative Unit, Central Laboratory, Kitchen, Laundry, Pharmacy, Isolation Ward, Doctors room and Nurses working stations. The building will also fulfill Meeting Requirements of Medical College up to 3rd renewal including LOP state.
The construction of the new block started in the year 2011 with a project cost of Rs 185.62 Crore including 118.62 Crore of Civil works and 66.80 Crore for equipments.
Later, the Chief Minster also visited the 20 bedded Regional Mental Health Hospital at Midpu, around 2 kms from Yupia. The Rs.62.81 Crore building that was sanctioned in the year 1989 was completed and handed over to the Health Department in the year 2014 and remains non-functional till today.
Chief Minister directed the Health Department to make the hospital functional within a period of one month. He said, “The assets once developed should not be kept unused but must be utilize purposefully”. He directed the doctors and other medical staffs to attend daily in the hospital or else to take necessary disciplinary measures against them.
Among others Principal Secretary Finance, Satya Gopal, DC Capital Complex, Sandeep Kumar Singh, Director of Health Services, Dr Moji Jini accompanied the CM.
Pul inspects Secretariat building
ITANAGAR, Apr 2: Chief Minister Kalikho Pul inspected the under construction new Secretariat building for the third time today. Expressing satisfaction with the progress of works, he said that the progress is being made as per the timeline and works are being carried out 24 hours as instructed earlier. He hoped that with the current pace, the new Secretariat Building will be completed by April last. While lauding the executing agency, he assured to provide all possible administrative and moral support to the department.
Lohit gets new DC
TEZU, Apr 2: Danish Ashraf, a 2011 batch IAS AGMUT cadre is the new Deputy Commissioner of Lohit district. He took charge on Apr 1 last. He was earlier serving as ADC in Chandigarh. (DIPRO)

ITANAGAR, Apr 2: Addressing the meeting of Sherdukpen Employee’s Welfare Association Y.D.Thongchi, IAS (Rtd) emphasized on the need of quality education and role of employee’s into the field of Education and Social and Cultural Development of the community . The SEWA meeting was held in Nirjuli where the Association expressed the hope that present government under the leadership of Chief Minister Kalikho Pul shall work hard for the welfare of all. Councillors appraise CM
ITANAGAR, April 2: In a representation, the Councillor’s Coordination Committee, Itanagar Municipal Council appealed to the Chief Minister to give direction to competent authority to take confidence of councillors while implementing the projects and schemes within Capital Complex. The Coordination Committee expressed apprehension that funds may be misused if the implementing agency does not take Councillors into confidence as various projects and schemes are yet to be implemented in Itanagar. The committee also requested the chief minister to appraise Planning Department to earmark Corpus fund for respective ward. Beside, the coordination committee urged the CM to create Councillor LAD fund and implement National Food Security Ordinance in the state.

AALO, April 02: The Golden Jubilee Central Mopin Celebration Committee (GJCMCC) felicitated writers on Galo tribe including BB Pandey, MK Dutta, B Bhattacharjee, Mark Post and ABK Murthy Aiyer on the fourth day of a cultural programme held at Gumin Kiin here on Apr 1 last.
Luminaries like late Jikom Riba, late Dr. Bero Ado, late Mabo Lona, late Karken Riba, Doi Taipodia and Takir Taso who have contributed to the cause of society were also felicitated on the occasion. Representatives from family members of the late luminaries and writers received the prizes.
Young boys and girls also presented colourful traditional group dance during the programme.

Union defends EE
ITANAGAR, April 02: Throwing its weight behind Executive Engineer RWD Kurung Kumey, Nyapin Nyobia Sangram Phassang Students Union on Saturday countered Nyishi Students Organization’s demand for transfer of the officer from the district. The Union defended the EE saying that allegation leveled by organisation is to malign his image. The union also claimed that transfer of such efficient officer would hamper the developmental activity.
Society, Union condemn EAC assault
ITANAGAR, April 02: The Kargu Kardi Welfare Society and Kargu Kardi Students’ Union on Saturday strongly condemned the reported assault on EAC Diyun Datum Gadi by refugees on March 29. Both society and union have demanded the government to take strong action against the miscreants so that such incident does not recur in future.
